Abstract
The child represents a subject of historical interest since ancient civilizations, philosophies and divine religions, in that the child constitutes the beginning of life and its continuation of continuous communication, generation after generation. On the one hand, and on the other hand, we find that interest in the rights of the child stems from the system of kinship and the system of social values. The former gives the child his right to Inheritance and bequeathing to him the burdens of family commitment, while the latter grants him kindness, knowledge, care and protection.
The child is the future of society and the man of tomorrow. The secret of progress, renaissance, and advancement depends on him, as he is the first engine of life if he learns, meets his needs, and enjoys his rights. Writing on the child is not limited to one specialty, but rather is different and distributed across all specializations: sociology, politics, economics, education, literature, culture, media, medicine, philosophy, psychology, and genetics. And law and others, especially since our social and cultural reality needs more studies on the issue of rights, because what Arab studies dealt with in general was focused on how to raise children and their psychological development directed at mothers and kindergarten and nursery educators, in addition to how to socialize them, especially in school and the other social environment, its importance. On one aspect of the child’s life, he is a weak being who only lives for his time and not as the productive and creative man of tomorrow. Therefore, he has duties and not only rights. All Arab countries are characterized by a high proportion of children to the total population, and the average of this proportion reached more than 44.58%, compared to the following rates: 36% in the world, 25% in developed countries, and 40% in developing countries. Which indicates that the rise in this percentage requires more legislation and laws to protect children, as they are the basic base for the future workforce and the main reserve of skills, technical and practical expertise, and intellectual and mental powers that will be relied upon in social and economic development processes.
