Abstract

The aim of the study is that energy resources (oil and gas) are of great importance in the political, economic and social life in Iraq, especially oil wealth, because it represents the main resource for the state’s general budget, especially after 2003, the entry of the US and multinational forces, the change of the political system, and the establishment of the temporary and permanent Iraqi government as the foundations and pillars of The oil production capacity and its development in accordance with the Iraqi constitution in force for the year 2005 and defining the mechanisms for distributing this wealth between the center, the region and the oil-producing governorates, such as the oil and gas law and the contracts concluded with foreign companies to invest in oil and push the wheel of development towards progress in all fields, and that the mechanisms for distributing these wealth have serious repercussions on the future of the system political and economic in Iraq.
