Abstract
The presence of political institutions in any country is one of the important foundations for studying the state’s democratic approach that operates formally as legislative, executive and judicial institutions and their work is regulated by the constitution and the law. Individuals are the ones who express sovereignty and are the source of authority, and this means of expression takes place through the existence of an electoral system as it is the mechanism that translates the voter casting process in a fair and accurate manner at the national level of the state or the local level of the governorate with the existence of criteria that are adopted in evaluating the success of the electoral experience at the level local provinces As it is considered the basis and base from which most of the countries of the world start for parliamentary councils within the hierarchical process of power from the base to the top as well as the effects and impact of the electoral systems in place on the performance of local bodies if we know that the local councils gain their legitimacy possible not only from the popular support that is practiced at the boxes Voting, but also from popular acceptance resulting from the successful provision of services. On this basis, the research comes to clarify the most prominent criteria for evaluating the performance of these councils.
