Abstract
The institutional environment that exists today operates within a framework of competition as a result of global developments and information technology, what was suitable for use in the past is not suitable for the present and the future. Conditions today encourage institutions to succeed and compete, which is not an advantage or instinct, but a creation of the mind. In the past, the basic criterion was based on the principle of stability. Today, there are different challenges. Scientific progress has created a spirit of competition and pressure on all institutions to make changes and improve the work environment. Information technology has become the main factor. For the administrative process in the institution, decision-making, and its impact has become clear on the quality of administrative performance, as it was able to reduce its size as an alternative to some individuals by taking their roles, considering that the industrial revolution represents the greatest phenomenon in the last two centuries, which made information systems and technology the most important elements of the institution's success in a world heading towards globalization and information exchange, so it has become necessary for the legislator to review the concepts of management used and to keep pace with the rapid development of information technology by legislating laws related to "management" electronic", to take advantage of scientific progress and shift to the method of modern electronic management.
