Abstract
Electronic management is one of the most important modern concepts imposed by information and communication technology. The emergence of the Internet has impacted the nature and form of administrative systems, creating a new paradigm that relies on this technological and informational development through the transition from traditional management to electronic management. There is no doubt that the correct and effective implementation of this new administrative system depends largely on providing the necessary capabilities and requirements, whether at the material or human level. This system requires the creation of a suitable environment for it, as it represents a comprehensive transformation in the concepts, theories, methods, procedures, and legislation that regulate administrative work. This is especially true since the Iraqi government has been striving recently to ensure the success of this nascent experiment, given its numerous positive effects, particularly at the service and oversight levels. One of the most important advantages offered by e-administration is confronting and addressing a global phenomenon that most countries in the world are currently complaining about: administrative corruption. It is no secret that the monotony of the administrative system followed in most government departments, the boring administrative routine, the failure of administrative bodies to comply with clear and announced regulations and instructions, and the lack of effectiveness of oversight bodies due to the aforementioned administrative shortcomings, have all resulted in the spread of the problem of administrative corruption, making it a phenomenon that cannot be hidden.
