This study addressed the most important obstacles facing people with disabilities in terms of digital learning, and its impact on their achievement abilities, and methods for treating these obstacles. In this study I used a descriptive approach to identify and define the problem and how to reach a solution. I used an analytical approach as well to analyze the causes of the problem and the factors that control the conclusion of its results. At the end of the reasearch I have reached the answer to the questions and achieved the following results:- Better clarifying and understanding the educational methods that people with disabilities need in order to provide them with opportunities to achieve scientific excellence and address their abilities to accomplish change in the society- Determining the problems that people with disabilities face and find an appropriate solution to these problems- Submitting proposals for the continuation of the educational process for persons with disabilities through digital education- Proving that people with disabilities are able to be successful in the process of education and change society, if they have the educational means that they need, according to his/her condition.

The current study is striving to shed light on the digital educational medium, which has become as a trend for us as digital citizens, in the 21st century. In this, in order to identify the influence of e-learning on secondary school learners’ cognitive structure, who are Algerian baccalaureate candidates (2020), during the Corona pandemic, a descriptive study is devoted to specify the type of this impact on learners’ cognitive structure as well as to reveal the type of relationship between e-learning influence and the time allocated to it per day. Accordingly, the descriptive syllabus has been adopted to study research variables and to realize research objects as well. Thence, an intentional sample of 120 learners responded to a three-dimensional questionnaire, which consists of 21 items designed to collect data after checking its psychometric properties, validity and reliability. The results obtained, using several statistical programmers, revealed that e learning has a positive influence on learners’ cognitive structure. The results further indicate that there is a medium positive correlation with a predictive linear direction between research variables.

Challenges of Orientation towards digital education in the governmental Universities in Yemen : Empirical Study

The study aimed to identify the main Challenges to the Orientation towards digital education in Yemeni governmental universities, from the viewpoint of faculty members in these universities, and to present a proposed vision to activate the Orientation towards digital education in Yemeni governmental universities in the light of the results of the study. The researchers adopted the descriptive analytical method in dealing with the problem of study and answering its questions, and the research sample included (250) individual faculty members in Yemeni governmental universities. The Research preliminary data were collected by the questionnaire as a study tool. These data were analyzed using some statistical methods appropriate to the nature of the data and the aims of this study.The study concluded several results, the most prominent of which are: that all the challenges of orientation towards digital education related to the general (macro) and private (micro) environment for digital education in Yemen - which was included in the study tool (the questionnaire) -; All of them came in a high according tothe arithmetic means for the answers of the sample individuals to the questionnaire paragraphs related to these challenges. The results of the study hypothesis test showed that there were no statistically significant differences between the views of the study sample items on the most prominent challenges towards digital education related to the general (macro) and private (micro) environment for digital education in Yemen at the level of significance (0.005); refer to some demographic and functional variables for the vocabulary of the study sample and include: Include: gender, university name , college type, Academic degree, and years of experience.The study concluded to present a proposed vision that includes a set of elements and mechanisms necessary to activate the Orientation towards digital education in Yemeni governmental universities. The digital university is a form of contemporary university education that has emerged as a result of technological and digital development, and this form represents an urgent necessity in developed countries in general, and Arab countries in particular, whether in the usual situation or in times of epidemics and crises, which need before going to it for a model about it And, as it was, this research came with the aim of presenting a proposed model for an Arab digital university by identifying the theoretical principles of the digital university, identifying the reality of the Arab digital university education, and the degree of importance of the components of the digital university from the experts' point of view . To achieve the objectives of the research, the descriptive and forward-looking approach was used, and a questionnaire was applied according to the modified Delphi method on an intentional sample of (27) experts, and the research reached several results, the most important of which is that the degree of importance of the components of the digital university as seen by the experts in general was (large) in terms of the weighted mean The year that reached the component that ranked first is the partnership and programs component with a weighted average (4.48) with a percentage weight (89.75%), followed by the financing component (4.25) with a percentage weight (85%), then the study system (4.08) with a percentage weight (81.8), while The institutional component reached (4.00) and with a percentage weight (80.16%), that the proposed model consisted of the sources, vision, mission and goals, the institutional component and partnership, programs, study system, and financing, and the research concluded with a set of recommendations and proposals

Towards Blended Learning in Engineering Majors: Computer Programs Engineering as Model

The research aims at verifying the possibility of incorporating blended learning in educational engineering, and in particular in a computer engineering major. The verification process has been achieved by using the descriptive analysis to research subjects, which include blended learning, blended learning in engineering education, and the characteristics of an international curriculum for computer engineering. Also, the results ensure the possibility of incorporating blended learning in engineering education in Arab countries due to its merits and it provides skills that are almost identical to that a student of computer engineering education learns. Based on that result, the paper suggests a number of recommendations to incorporate the blended learning paradigm in engineering education, particularly in computer engineering programs.

Abstract. Human beings have always sought solutions to their problems to sustain life, albeit with an in exhaustive efficiency. Several educational institutions in the world have paid great attention to this method, years ago. The subject is the application of the program of the ]Open Educational sources[ launched through the Budapest Initiative in 1991. The initiative calls for the unhindered availability of science and information to all people, followed by the Massachusetts Institute Initiative in 2000, where all its educational work was published free of charge online and then successively until the UNESCO meeting in 2002. The participants agreed to use the term "open educational materials". The conference was held in Paris in 2012 and is recommended for the formal adoption and adoption of the program by the organization, recently adopted by ISESCO. The program aims to find an alternative to traditional education by publishing free curricula in the various disciplines on digital repositories and then on the Internet platform, under simple conditions. To illustrate this subject for those who have not already been familiar with it. I introduce this paper from my experience through the attending of several workshops adopted by UNESCO, which is a model of a descriptive document of a curriculum in pharmacology science, which can be released to the university's digital repository and made available free of charge.

The study aimed to adopt electronic digital education and its impact on students' achievement in chemistry at the secondary level. The study population consisted of the fourth scientific students, the study sample consisted of 60 students, , Where they were randomly selected and divided into three groups, each group consisted of 20 students and the groups were the control group, they were taught using the traditional method, the second group used distance education and the third group used blended learning and the chemistry curriculum (organic chemistry) in the fourth year was considered a subject The study, where the study lasted three weeks, at the rate of three lessons per week, and after completing the teaching unit, students in each group were given 20 multiple-choice questions to measure achievement and level of performance.1-The presence of statistical differences at a significant level (0,05 ≤ α )return to the teaching method2- There are no statistically significant differences at a significant level(0,05 ≤ α ) In the pretest for the performance of students under study3- There are no clear statistical differences between the performance of males and females

Nowadays we look for change around the world in the procedure of online learning platform with the expansion that has occurred in the field of education and its main factors, shape, the content of curricula, and its inputs. In our work, we propose a new customized educational model-based on subliminal persuasion and other applications of subliminal stimulation. First, we discuss our definition of subliminal. Wewill also present arguments about why it is difficult to sustain learning far from conscious thinking. In the other parts, we used e-learning (some videos) to illustrate examples of the basic effects of subliminal stimulation that can be used in various lessons were taught in engineering college at different stages showed to volunteers of different ages. The study aimed to identify the role of E– learning and talent management in promoting the practice of the strategies in Aden University of the learning organization from the point of view of the Faculty Members. The researchers followed descriptive and analytical approach. They adopted the questionnaire as the main tool for data collection, as it was distributed among the study sample of 100 member. The researchers also used a number of statistical methods to analyze data by statistical program (SPSS ). The study brought a number of results: There is a huge presence of e– learning in Aden University, otherwise there is a presence of talent management and learning organization practices. The results also revealed the existence of a role for both e – learning and talent management in promoting Aden University practices of the learning organization's strategies. According to the results, the study gives a number of recommendations.

The present research aimed to reveal the relationship between the use of distance learning and academic buoyancy among staff members in Rustaq college of education, as well as to reveal the impact of the use of digital evaluation under the Corona pandemic as a moderating variable in the relationship between the use of distance learning and academic buoyancy among staff members in Rustaq college of education. In addition to identifying the difference between the use of distance learning and academic buoyancy according to student gender (male-female) among staff members in Rustaq college of education. The research sample consisted of (92) staff members in Rustaq college of education, were selected by a simple random way during the second semester (spring) 2019/2020. To achieve the research objectives, the researcher built the research tools (digital evaluation scale, distance learning scale, and academic buoyancy scale) and applied these scales after assuring their validity and reliability. And she used the Statistical Analysis Program SPSS.26, SMART PLS.3, and building modeling program. results were : there is a statistically significant positive relationship at (0.01) level of distance education and academic buoyancy among staff members in Rustaq college of education, as well as There is a statistically significant positive effect at (0.01) level of digital evaluation in the academic buoyancy among staff members in Rustaq college of education, otherwise, There is not a statistically significant effect of digital evaluation moderating variable in the relationship between distance learning and academic buoyancy among staff members in Rustaq college of education ,The relationship between distance learning and academic buoyancy varies according to gender (male - female) for the faculty staff male member .The researcher made recommendations, including: focusing on continuous training of staff members on the optimal use of technology and follow-up the extent of using distance learning activities under the Corona pandemic.

To achieve the objective of the study, the two researchers developed solutions to the research problem by studying the qualitative quality standards for virtual learning at the American University. The study reached the following results: Institutions that seek to adopt the virtual learning approach, can advance in the field of achieving quality if they set out seriously to advance education and educational services to a better level that achieves efficiency through a set of practical activities aimed at eliminating errors and improving service quality, through appropriate mechanisms for monitoring and evaluation. This requires that these institutions set a quality policy that works to define the items and tasks, whose performance has a significant and clear impact on the quality of learning and education, as a service provided to students. These components are determined based on the opinions and requirements of service users (students). These include the procedures necessary to provide a good educational plan and appropriate evaluation of students' performance and appropriate technical, educational and related structures that facilitate learning processes and increase students’ achievement. Work instructions must be documented in a clear, specific and understandable way to everyone. An organized review should be made to ensure that procedures are well implemented and institutions adopt a set of methods and procedures to correct the deviations and errors that the review processes discover. The study recommends the necessity of adopting the virtual learning curriculum in accordance with quality standards in order to ensure the continuity of education in light of the crisis plaguing the world.

Thus, the problem can be identified.What are the obstacles to implementing the e-learning application program - Classroom - from the viewpoint of Sebha University students?And highlighting the concepts related to the obstacles to the application of the program, the extent of its application and its success in the education sector through knowledge of the axes of obstacles to the application of the e-learning program - Classroom - and its success in measuring the quality of e-learning.The researchers used the descriptive and analytical approach in knowing the obstacles to the application. The study sample consisted of (100) male and female students distributed over five colleges, and the search tool was a questionnaire that was prepared electronically by the researchers and included (30) paragraphs distributed on five axes (scientific - professional - economic) - healthy - social).The study reached several results, which are as follows:- There are statistically significant differences between the responses of the sample members and the degree of freedom in obstacles to the application of the e-learning program - Classroom - These differences are in favor of the degree of freedom where the value of (T) on the questionnaire as a whole reaches (6.67) at a level of significance (0.00), which is less than the level of significance. Supported program spss.- There are no differences between the sexes on all axes of the questionnaire as a whole, where the value of (t) on the questionnaire as a whole is (0.78) at a level of significance (0.43), which is greater than (0.05).- There are no differences between groups with regard to obstacles to implementing the e-learning program - Classroom - according to the faculty variable on all axes of the questionnaire and on the tool as a whole. Obstacles (scientific-professional-social-health) where the values of the level of significance on the axes of the questionnaire and the tool as a whole reach these axes (0.27, 0.51, 0.17, 0.41, .048) and it is less than (0.05) the level of significance, as well as there are differences between groups regarding Relates to axes of obstacles according to the variable of the college on the axis of economic obstacles. This difference is in favor of the College of Science. The value of the level of significance on this axis reaches (0.05), which is equal to (0.05) the level of significance adopted SPSS.- There are no differences between groups with regard to obstacles to the application of the program. E-learning according to the semester variable on the questionnaire axes obstacles (scientific - economic - health - social) where the values of the significance level reach (0.15, 0.14, 0.6, 0.10), which is greater From (0.05) the approved statistical significance level spss, while there are differences between groups regarding the questionnaire axes according to the semester variable on the (professional) obstacles axis and the tool as a whole, and this difference is in favor of the third and fourth semester where the values of the significance level on the tool axes as a whole (0.01 It is less than (0.05).Based on the findings of the current study, the researchers came up with several recommendations, among the most important necessity to develop the infrastructure of the University of Sabha and work to improve and develop it in order to build a strong and solid foundation to support this educational pattern to keep pace with everything that happens in the scientific educational arena to increase the investment of what e-learning proposes Various communication tools in order to achieve a greater increase in interaction between learners and faculty members and direct them towards achieving better results

Algeria has been hit by the Coronavirus, and as a result, the Algerian government has taken serious measures to deal with the current situation. In this context, the Algerian ministry of higher education and scientific research has instructed universities to perform both online teaching and learning through regular, established eLearning platforms, as a step towards reducing the spread of the Coronavirus. Although this measure has been largely appreciated by academics, teachers, and students, online learning in Algerian universities, especially during the critical period of the Corona pandemic lacks many issues, such as, facilities and materials that should be resolved to achieve a total success for online learning in Algerian universities. The purpose of the present paper is to provide an assessment of the online learning electronic system provided by Algerian universities during the pandemic. Basically, the research relies on students’ and teachers’ questionnaires as the undertaking tool to gather valid data in order to analyze and highlight the shortcomings of the online learning which has been provided in the aforementioned period. The research results indicated that total reliance on online learning was according to strategies and planned learning objectives. However, it did not go well. As a matter of fact, the online learning system in the Algerian higher education sector needs a solid platform for its total implementation and needs to make sure that the elements of the teaching/ and learning process succeed with the mastery of the technological tools. The research concluded with some recommendations which should be taken into account for better implementation of online learning electronic system in the Algerian higher education context.
